The North Coast Regional District (NCRD) will host a public hearing on Wednesday, Oct. 15, at 7 p.m. in the Sandspit Community Hall to gather feedback on two proposed bylaw amendments that would change land-use designations on a property near Alliford Bay Road.
The amendments, Bylaw 703 and Bylaw 704, would re-designate a portion of District Lot 166 from Agriculture-Forestry (A-1) to Rural Residential (R-1). The change is intended to allow the parcel to be subdivided along the Agricultural Land Reserve (ALR) boundary.
The proposal would subdivide a large parcel along the ALR line, creating a smaller lot of about 2.87 hectares that falls below the current 6-hectare minimum under Agriculture-Forestry zoning. The new R-1 Rural Residential designation would make the subdivision possible while leaving the remainder as A-1.
According to NCRD staff, the developable portion of the property lies outside the mapped floodplain and has direct road access. The Moresby Island Advisory Planning Commission supported advancing the application to public hearing earlier this year, with the condition that both new lots maintain legal road access.
If approved, Bylaw 703 would amend the Moresby Island Official Community Plan, and Bylaw 704 would make the corresponding change to the Interim Zoning Bylaw to keep the planning documents consistent.

The hearing has been delegated to Electoral Area E Director Evan Putterill.
If adopted later this fall, the zoning change would clear the way for a formal subdivision application through the province.
